The Tick vs. Continuing Education

I thought that this was a script that was cancelled, but I have been told that this script became The Tick vs. Education. The Evil Midnight Bomber was the original villain here, but he was replaced by Uncle Creamy because of the Oklahoma City bombing. They tried to tone down the Evil Midnight Bomber by giving him suds bombs, but he just wasn't the same so they created a new villain for it.
