This is one of my least favorite episodes. There are some entertaining moments (especially with the Dingoes) but in all it wasn't too funny. The premise is that Mr. Mental steals a secret device from mad scientist Julius Pendecker, and he hypnotizes The Tick and Arthur to make them believe he is a baby to get their protection.

Of course, he forgets the device in the cab and a great deal of the episode deals with Mr. Mental trying to convince Mynda (who works as a secretary for Captain Sanity now) to get it for him.

Dingoes stole my baby!!!

I guess the main reason that I didn't like this episode is that I don't like babies. Most of the gags deal with babies, and I just didn't think it was all that funny; but if you're in to that sort of thing, you may find it hilarious.

Most important of all, though, no Speak!, no Evil Midnight Bomber, and not many laughs.
